The following are rules you must follow during the boating season. Some
rules may differ from State to Federal requirements. As an example, the
Federal Rules do not require an anchor but New York State does. I have
listed the most stringent version so that you will be covered no matter who
stops you.
Operation:
All operators of Personal Water Craft will have to have successfully
passed an approved Safe Boating Course.
To pilot a vessel a person under 18 must be under direct supervision from
an adult in the vessel with him/her. Anyone from 10 to 18 years of age may
operate a motor driven vessel alone if he/she has successfully passed an
approved Safe Boating Course.
Reporting an accident;
The following accidents must be reported immediately and a formal report
filed after 48 hours.
Someone is killed or missing
Personal injury beyond first aid
Within 10 days
$1000 or complete loss of the boat
Equipment
One life saving device for each person on board.
Vessels greater that 16 , should also have a throwable (type
IV)device
Children under 12 years of age must wear life preservers at all time
except if they are in an enclosed cabin
Day and night visual distress signals. Flares (at least three)
fulfill the day and night requirements.
Be sure to check the expiration date.
Fire Extinguishers All mechanically propelled vessels should have
fire extinguishers. NY State says that outboard propelled boats less than
26 do not need them and the Federal regulations set forth conditions,
inboards, closed spaces, etc., but if you have gasoline on the boat, you
need fire extinguishers.

Anchor - all mechanically propelled vessels except PWCs
Whistle and horn up to 39 39 + add a bell
Navigation Lights All vessels except sail boats less than 23 and
manually propelled craft. They may carry a lantern (flash light)
Anchor Light all vessels 23 165 should have and all round white
light.
